Between April 2017, and March 2018, the Sheboygan Police Department has investigated numerous incidents of damage to property at the Deland Community Center.  These reports involved a toilet being clogged with a plastic soda bottle causing damage and labor costs to remove the clog at a public restroom.  On 5/28/2018, a 33-year-old Sheboygan man was arrested for the ongoing damage.  He has been referred to the Sheboygan County District Attorney’s Office for charges.  The suspect was identified by a tip provided by a citizen.  The Sheboygan Police Department would like to thank all the citizens who provided information in this case.

Update:

On 05-02-18, the Sheboygan Police Department responded to a one car accident in the area of South 10th Street and Georgia Avenue.  The two occupants of the vehicle that died on scene are identified as the driver, Thelonius Childress, 45,  and passenger, Rashanique Eastman, 27, both of Sheboygan.  A 30 year old female passenger has been treated and released from an area hospital while her 4 year old child is stable and recovering in a Milwaukee hospital.  Preliminary investigative information by the Accident Reconstruction Team indicates excessive speed, reckless driving and potential driver impairment were contributing factors to the crash.

On 05-02-18 at approximately 9:30 AM, the Sheboygan Police Department responded to a one-car accident in the area of South 10th Street and Georgia Avenue.  Two occupants of the vehicle died on scene and are identified as27-year-old female passenger and 45 year old male driver, both of Sheboygan.  A 30 year old female passenger and 4 year old child were transported to an area hospital.  The child remains under medical observation.  Circumstances surrounding the cause of the accident are still under investigation.

On 05-02-18 at approximately 9:30 AM, the Sheboygan Police Department responded to a one-car accident in the area of South 10^th Street and Georgia Avenue.  Preliminary information indicates that an auto struck a tree along with a parked auto.  Two occupants of the vehicle died on scene while two other occupants were transported to an area hospital with non-life threatening injuries.  The Sheboygan Police Department Accident Reconstruction Team is on site and it is asked that the public choose a different route as the investigation continues.  Further information will be forthcoming.

The Sheboygan Police Department has determined the death of the child was accidental. The investigation revealed that the victim was napping in a portable crib and was found to have climbed out of the crib and suffocated after becoming entangled in chords attached to window blinds on a window in the room.

The caregiver reported that she cares for her own children and other children on a daily basis. The home is not a licensed as a daycare. The investigation has been referred to Sheboygan County Health and Human Services and the Wisconsin Department of Children and Families.

At the conclusion of the investigation, the case will be reviewed by the Sheboygan County District Attorney’s Office.

The victim’s family and caregiver have a relationship beyond the childcare services. We ask that the public keeps in mind the traumatic experience both are going through at this time and respect their privacy. We share the thoughts and prayers of the entire Sheboygan Community with them.

On 4/24/18, at approximately 2:06 P.M, Sheboygan Police and Sheboygan Fire responded to a private residence in the 600 block of N. 27th in Sheboygan for a report of an unresponsive one-year-old male child. The child was transported to St. Nicholas hospital in Sheboygan where he pronounced deceased. Sheboygan Police are continuing to investigate and additional information will be released when it becomes available. An autopsy is pending.

Healthy Sheboygan County 2020, in cooperation with the Wisconsin Department of Justice (DOJ) and the Drug Enforcement Administration (DEA), will hold a Prescription Drug Take Back Day on Saturday, April 28^th, 2018 from 10:00 AM to 1:00 PM at five locations throughout Sheboygan County.
This effort will continue to bring focus to the issue of prescription painkiller abuse in Wisconsin. The Drug Take Back Day provides a safe, convenient and responsible means of disposal, while also educating the community about the potential abuse and consequences of improper storage and disposal of these medications.
“More than two thirds of people who have abused prescription painkillers got them illegally from a friend or family member,” said Wisconsin Attorney General Brad Schimel. “Wisconsinites can help cut down on prescription drug abuse by storing prescription drugs securely and disposing of unused medication through proper methods, like DOJ’s biannual Drug Take Back Day.”
Unused or expired medicine should never be flushed or poured down the drain. Water reclamation facilities are not designed to remove all of them and trace amounts of pharmaceuticals are showing up in rivers and lakes.
The five take-back locations in Sheboygan County will be open to accept unused medications from 10:00 AM to 1:00 PM:

• Sheboygan – St. Nicholas Hospital, 3100 Superior Ave. Sheboygan, 53081
• Howards Grove – Village Hall, 913 South Wisconsin Dr., Howards Grove
• Oostburg – Oostburg High School, 410 New York Ave., Oostburg
• Plymouth – Generations, 1500 Douglas Dr., Plymouth, 53073
• Random Lake – Fire Department, 718 Spring St., Random Lake

If Sheboygan County residents are unable to make it to one of the Drug Take Back Day locations, unused medications can also be dropped off any day at one of the permanent medication drop-boxes, located at five police departments throughout Sheboygan County:

• Elkhart Lake Police Department, 40 Pine Street, Elkhart Lake
• Kohler Police Department, 319 Highland Drive, Kohler
• Plymouth Police Department, 128 Smith Street, Plymouth
• Sheboygan Police Department, 1315 N. 23^rd Street, Sheboygan
• Sheboygan Falls Police Department, 375 Buffalo Street, Sheboygan Falls

GUIDELINES:
All waste pharmaceuticals must be generated by a household.
No businesses are allowed.

Bring: Prescription (controlled and non-controlled) and over-the-counter medications, ointments, patches, inhalers, non-aerosol sprays, creams, vials and pet medications.

Do Not Bring: Illegal drugs, needles/sharps, acids, aerosol cans, bio-hazardous materials (anything containing a bodily fluid or blood), personal care products (shampoo, soaps, lotions, sunscreens), household hazardous waste (paint, pesticides, oil, gas), mercury thermometers.

• Participants may dispose of medication(s) by removing the medication from its container and disposing of it directly into a disposal box or into a clear sealable plastic bag. Plastic pill containers should not be collected. Blister packages without the medications being removed are acceptable.
• Liquids will be accepted during this initiative. However, the liquids, creams and sprays must be in their original packaging and their weight evenly distributed within the boxes of collected solid prescription medications. Liquids without the original packaging will not be accepted.
•  Illicit substances such as marijuana or methamphetamine are not a part of this initiative and should not be placed in collection containers.

The Sheboygan Police Department has concluded the investigation in connection to the shooting incident that occurred on 04/01/18.  The investigation, including an autopsy, has confirmed that the 47 year old suspect, Mark Williams, died as a result of a single gunshot wound to the upper thigh.  The Sheboygan County District Attorney’s Office will formally review the results of this investigation; however, the Sheboygan Police Department will not be referring any criminal charges in connection with this incident.

On 04/01/2018, at approximately 3:25 PM, Sheboygan Police responded to a private residence in the 2300 block of N. 28^th for a disturbance involving a gunshot.  Responding Officers located a 47-year-old male Sheboygan resident with a gunshot to the upper thigh being held down by a 46-year-old male family member.   The victim was transported to Saint Nicholas Hospital in Sheboygan where he died as a result of the wound.  The information known at this time is that the 47-year-old male had gone to the residence armed with a handgun where he encountered and threatened a 46-year-old male family member inside the house.  The two struggled over the gun at which time the 47-year-old male sustained a gunshot to the leg.  Other family members present during the disturbance were not injured.  The investigation is continuing and an autopsy is scheduled for Monday, April 2^nd, 2018.  Once the ongoing investigation is completed it will be forwarded to the Sheboygan County District Attorney’s Office for review.  No additional information is available at this time.

On 3/29/18, at approximately 2:17 AM, Sheboygan Police responded to the 800 block of Clara Avenue for a report of two persons who had been stabbed during a disturbance.  The victims, a 20-year-old male, and a 21-year-old male, both from Sheboygan, were transported to Aurora Sheboygan Memorial Medical Center by ambulance.  The 20-year-old was subsequently transferred to a Milwaukee Hospital for further treatment of serious injuries and is in guarded condition, the 21-year-old is receiving treatment locally for his injuries and is expected to recover.

The incident is still under investigation, but it appears this is not a random occurrence and that the victims and suspects are known to each other.  Anyone with information about this incident is asked to contact the Sheboygan Police Department at 920-459-3333.  Information can also be reported anonymously through Sheboygan Countywide Crime Stoppers at www.cufthem.com or 877-CUF-THEM (877-283-8436).

On 3/14/18, at approximately 07:40 AM, Sheboygan Police responded to Memorial Hospital in Sheboygan following a report of a stabbing victim coming into the facility requesting assistance.  The investigation revealed that the victim was involved in a disturbance in a private residence in the 1000 block of Clara Avenue, in Sheboygan.  The 36-year-old female victim received a non-life threatening laceration to her abdomen and was transported to Froedtert Hospital in Milwaukee for treatment.  A 29-year-old female suspect is in custody for the incident and was placed in the Sheboygan County Detention Center.  A 56-year-old female family member was also taken into custody for obstructing the investigation and released from custody.  Sheboygan Police will be referring a charge of 2nd Degree Reckless Injury to the Sheboygan County District Attorney’s Office.    The investigation is ongoing and there is no danger to the community in connection with this incident.

 

On March 4, 2018, at approximately 10:52 AM, the Sheboygan Police Department responded to 2408 Park Place, in Sheboygan, to assist EMS on a report of a drug overdose.  Responding officers found a 26-year-old female resident performing CPR on a 28-year-old male victim from Green Bay.  The victim was transported to Sheboygan Memorial Hospital and subsequently to Aurora Medical Center, in Grafton where he received treatment until March 6th when he was pronounced dead.  Investigating officers located drug paraphernalia along with prescription medication and suspected heroin in the female’s residence.

Follow up investigation revealed that the 26-year-old female had purchased heroin from a 38 year- old female residing in Franklin, Wisconsin, located in the Town of Herman, and delivered the suspected heroin to the victim.  The Sheboygan County MEG Unit and Sheboygan County Sheriff’s Office served a search warrant at the Franklin address, where the suspected dealer was located and arrested.  Investigating officers located suspected methamphetamine, marijuana, drug paraphernalia, and prescription medication in the residence.  A 32-year-old male Sheboygan resident was also present and arrested at the residence. The suspect’s children, ages 12 and 14, were placed with family members by Sheboygan County Health and Human Services.

Both the 26-year-old and 38-year-old females were placed in the Sheboygan County Detention Center.  Sheboygan Police referred charges of delivery of heroin and recklessly endangering safety to the Sheboygan County District Attorney’s Office for both.  The 32-year-old male subject was released from custody charged with possession of drug paraphernalia.  The case remains under investigation.

On Tuesday, February 20, 2018, there was no credible threat to anyone at Sheboygan South High School! What did occur was that a student at South High School refused to check in with a school staff member when entering the commons area as required by school policy. The staff member called for assistance and eight members of the school security team responded to the commons area to help locate the student.
Students present in the commons saw the response and rumors began to spread within the school that staff was responding to an intruder in the school. Additionally, at least one student made a post to social media indicating a threat. The school security team responded to the false rumors by meeting with students to stop the spread of this false information, remove the post from social media and stop the spread of fear within the school.
Later in the evening of February 20, 2018, a local blogger who purports to be a media organization began to circulate unverified information on his website and social media accounts. His website posting included a screenshot of a Facebook post that had been removed hours earlier in response to the schools’ efforts to stop the false rumors. His postings also included the use of the Sheboygan Police Department patch to try and lend credibility or authenticity to the information. The Information he posted and shared was not verified in any way as true or accurate and could have been found to be completely false with very little effort. His actions are irresponsible and demonstrate a complete lack of judgment and any sense of professional ethics or common sense. His actions created unnecessary fear within the Sheboygan and South High Communities!
I will not tell anyone in the greater Sheboygan Community where to get your news as that clearly is a personal choice. I do however caution everyone to understand that “having a website and Facebook page does not make you a journalist!” False Information that is spread without being verified as accurate or factual is dangerous, creates fear and damages communities.
Individuals and businesses should carefully consider how they are supporting and encouraging this activity and whether it is in their best interest or the community’s best interest to support these activities and tie themselves or organization to this brand?
The Sheboygan Area School District and South High School, in particular, have worked collaboratively to adopt and implement school safety and response procedures including the A.L.I.C.E. plan within the school. The staff is extremely professional and has my full confidence.
In response to the fear raised in the community by the actions of MYSheboygan, Incident Response, and Wisc. Public Safety, the Sheboygan Police Department contacted Asher Heimermann and asked him to remove the false information. The Police Department sent out social media notifications to inform the community that the information was false. The South High School Administration made telephone notification to the school community and slightly modified procedures for entering the school this morning to better control the access points and reduce fear.
The Sheboygan Police Department will continue to work with and support the Sheboygan Area School District to ensure that all of our students have as safe a school environment as possible.

On 1/26/18, at approximately 4:30 PM, Sheboygan Police responded to the 1200 block of S. 20th Street in Sheboygan for a report of an auto accident along with possible gunshots.  The ongoing investigation has revealed that the occupants of a vehicle were confronted while driving in the alley by another vehicle.  One occupant exited the second vehicle confronting the occupants of the first vehicle while firing several shots into the engine area of the car. The first vehicle struck another unrelated parked car and a tree attempting to flee the area. There were no injuries.  Police have identified a person of interest and are actively seeking him at this time.  He is identified as Julian M. Ramirez, age 18.  Ramirez is described as a male Hispanic, 5’06” weighing 120 pounds.  This incident is not a random act as the occupants of the vehicles are known to each other.  Anyone with any information about this incident or the current whereabouts of Julian Ramirez is asked to contact Sheboygan Police.

Update 1/26/18:  Sheboygan Police have now developed a second person of interest in connection with this investigation.  Police are also actively seeking Manuel A. Amador, age 24.  Amador is described as a male Hispanic, 5’6″ weighing 188 pounds.  He has black hair and brown eyes.  He may be operating a 2004 Brown GM Yukon SUV, with Wisconsin registration MX1336.  Police are asking anyone with any information about this case or the whereabouts of Manuel Amador to call Sheboygan Police at 920-459-3333
