In response to public records request received by the Sheboygan Police Department, here is a copy of the investigative summary completed by the Sheboygan County Sheriff’s Department as part of the Regional Officer Shooting Team, into the shooting by Sheboygan Police Officers’ Brandon Kehoe and Anthony Hamilton, which resulted in the death of Kevin Higgins.

On 7/11/16, at approximately 6:30PM, Sheboygan Police were dispatched to the beach area of Kings Park in Sheboygan on a report of a 14-year-old boy who entered Lake Michigan in the rough surf and had not resurfaced. Several officers responded to the beach and located the 14-year-old male victim approximately 40 yards from the shore in approximately 5 feet of water. Family members, who were also swimming, said they too had struggled in the strong under tow. They explained victim had been swimming and began to struggle after drifting into deeper water. The victim was taken to shore by responding officers who performed CPR until Sheboygan Fire EMS arrived on scene. The victim was transported to a local hospital before being transported to Children’s Hospital in Milwaukee by Flight for Life. The victim remains in critical condition at Children’s Hospital in Milwaukee.
UPDATE:
Update: On July 11, 2016, at approximately 11:15 AM, Candace DeBlaey was taken into custody by Sheboygan Detectives in Milwuakee and is being transported back to Sheboygan. Police are still seeking Donavan Cotter and Patrick Evans in connection with this investigation. 07-11-16 SPD Investigating a Homicide
On July 11, 2016, at approximately 2:50 AM, Sheboygan Police responded to a report of stabbing in the 1200 block St Clair Ave in Sheboygan. Sheboygan Fire EMS transported a 38 year-old male from the scene to Memorial Hospital where he died from his injuries. Police are attempting to locate a 22 year- old male suspect along with a 31 year- old female and 27 year old male who left the scene in a Chrysler Town and Country Van with Wisconsin Registration 122VKC prior to police arrival. The victim and suspects were known to each other and there is no reason to believe there is a danger to the public. The following individuals are being sought by police in connection with this incident (see attachment). SHEBOYGAN, WI – The City of Sheboygan is updating its Strategic Plan and needs public input from the citizens of Sheboygan through an online survey instrument, Survey Monkey, available at

In anticipation of the Common Council’s review of the 2017 Executive Budget, it is appropriate for the Common Council to update its Strategic Plan. The goal of the Strategic Plan is to set priorities, focus energy and resources, strengthen operations, ensure that employees and other stakeholders are working toward common goals, establish agreement around intended outcomes/results, and assess and adjust the organization’s direction in response to the changing environment.
In order to obtain feedback from the citizens of Sheboygan, a community survey has been developed. The survey will provide critical information to the Common Council as they consider the update of the Strategic Plan.
The survey will be available for citizens to participate from July 7, 2017 – July 28, 2017.
Citizens with limited access to a computer can complete the survey at a dedicated terminal at Mead Public Library or Senior Activity Center. Citizens who are shut in and want to participate are encouraged to contact the Office of the City Administrator at (920) 459-3315 to obtain a paper copy of the survey.

The fireworks celebration in Sheboygan will be on Monday, July 4th, 2016, at 9:30 PM. The fireworks will be launched from South Pier.
Independence Day (July 4th) Traffic Restrictions:
After the Fireworks…
– If you view the fireworks from north of the Sheboygan River and have to get back to the south side, we suggest leaving west on Pennsylvania, Erie or Superior Avenues, and using 14th Street or Taylor Drive to go south.
– If you view the fireworks from south of the Sheboygan River and have to get back to the north side, we suggest turning west on Georgia Avenue or Broadway Avenue to reach South Business Drive and turn north.
We will attempt to have officers manning the traffic lights on 14th Street to facilitate movement. Remember that everyone wants to leave at once and that is just not going to happen. Please be patient, and watch for pedestrian and bicycle traffic.
Other City Ordinances:
– Fireworks: The possession and use of Fireworks is PROHIBITED in the City of Sheboygan. Enjoy the official fireworks display, but save yourself an expensive fine and do not bring your own fireworks into the City.
– Alcohol: Alcohol possession and consumption is PROHIBITED ON ANY BEACH area in the City. Alcohol may be possessed and consumed on the area of Deland Park that is south of the pier (the vendor area), and on the grass area of King Park. No person may possess any glass container within any City of Sheboygan park.
-Pets are prohibited in all city parks and beaches except those designated and posted as being either on-leash or off-leash, Sec. 18-15. This includes that pets are prohibited in both Deland and King Parks and their beaches.
– Bonfires: Recreational Fires are allowed along the Lake Michigan shoreline from 6:00 pm to 10:00 pm. Fires can be no larger than 36 inches in diameter and 18 inches high. Recreational fires can be wood-fueled only and must be at least 20 feet from any structure. To assist with beach cleanup, we ask that fires NOT be buried at the end of the evening. Fires may be extinguished with water or left safely to burn out. Burying fires will cause injuries.
– Excavation: No person may construct any pit or excavation in any public beach area.
– Boats and Watercraft: Boats and Watercraft must remain clear of public beaches.

Reserving a spot for the Independence Day Parade:
–We would like to remind the community that the policy of the City of Sheboygan is that you may bring tarps and chairs to hold a spot between the sidewalk and street along the parade route after 5:00 AM on July 4, 2016. Any items placed out prior to that time will be considered abandoned property and may be removed. This is to help minimize the amount of over-night vandalism and help to prevent conflicts over those spots.
Parade Route: At North 9th Street and Center Avenue, then north on 9th Street, east on Michigan Avenue and south on Broughton Drive.
Following the Independence Day Parade, Broughton Drive will remain closed to vehicle traffic and parking will be prohibited from Michigan Avenue, south to Wisconsin Avenue.

– After the fireworks, traffic flow will be restricted at the Rotary Intersection at S 8th Street and Indiana Avenue.
There will be no north bound traffic allowed on S 8th Street from the round-about intersection.
– All traffic coming south across the 8th Street Bridge will ONLY be allowed to proceed WEST on Indiana Avenue from the round-about intersection.
– All traffic coming out of South Pier Drive will ONLY be allowed to proceed SOUTH on S 8th Street from the round-about intersection.
– There will be no east bound traffic permitted on Pennsylvania Avenue beyond 14th Street.

The Sheboygan Police Department invites you to enjoy the festivities at the lakefront again this year on July 4th, 2016 with your friends and family by getting there on your bicycle. There will be two bike corrals supported by officers and members of the Sheboygan Police Department Explorer post where citizens can leave their bicycles and we will watch them for you until you return to go home.
One will be at Deland Park next to the war memorial along Broughton Drive. The other will be on South Pier Drive on the west side of the road at the intersection of Lakeview Drive.
So come and enjoy the fun knowing that your bike will be kept safe while you are there and avoid the traffic congestion. All we ask in return is that you not leave them in the corrals at the end of the night. The corrals will be available starting shortly after the parade ends and will close shortly after the fireworks are over.
