2023 SPD Annual Report

The Sheboygan Police Department is pleased to announce the release of its 2023 Annual Report. The report provides a snapshot of the Police Department’s accomplishments, challenges and key activities.

During 2023 we continued to spend a large amount of our time and resources responding to community needs and impacts related to the mental health in the community. We continued to see that the availability of services for those in the community needing assistance with mental health and substance use disorders, did not always meet demand or connections were not made. A significant amount of our calls for service involved responding to check welfare calls, assists and complaints related to mental health or substance use issues. In partnership with the Sheboygan County and Elevate we began a Co-Responder program that puts a social worker in the car with an Officer 16 hours a day to provide increased resources focused on crisis calls. We believe that in the long term we will see stronger partnerships and better services provided to our residents, leading to less repeat callers and more time to focus on other community issues such as traffic enforcement and neighborhood disorder.

In spite of these challenges we still experienced a reduction in Part 1 crimes during 2023 of 828 reported crimes in comparison to 852 in 2022 and 841 in 2021. The 828 Part 1 crimes reported in 2023 represents a 51 % reduction from the 1,690 reported in 2012. We also continued to see a positive trend in accidents with 1,390 reported in 2023 in comparison to 1,418 in 2022.

Sheboygan PD Customer Service Window Closed Good Friday (3/29/24)

Updated: Sheboygan Police Emergency Response – 2700 Block S 9th

Update: The situation has been resolved:

On 3/13/24 at 9:55 am police responded to a call for assistance in the 2700 Block of S 9th Street.  A 31-year-old Sheboygan male called reporting that he was there to perform some work on the home.  He told dispatchers that while he was working on a door something blew up in his face.  When first responders arrived, they found the male with a gunshot wound just under his right eye.  He was given medical attention and taken to the hospital but was eventually flown to Froedtert Hospital for specialized care.  It is believed that his injuries are not life threatening.  

Officers set a perimeter around the home and started investigating what had occurred.  New information indicated that the individual responsible was likely still present within the residence. Officers made multiple attempts to reach the individual via phone and from outside the residence, but they were unsuccessful in eliciting a response. The Sheboygan Police Department’s Emergency Response Team was deployed, and eventually, officers utilized noise distraction devices and other methods in an attempt to prompt the individual to communicate with members of the police department.  Following this development, contact was initiated with negotiators from the Emergency Response Team, who diligently worked to persuade the individual to vacate the premises.  The individual did not comply with the negotiators’ requests to come outside.  A search warrant to enter the home was obtained to arrest the male, and when officers attempted to enter the home a gunshot was heard from inside.

Utilizing a drone, officers were able to see the 52-year-old male who was inside the home was deceased of a self-inflicted gunshot.  The incident remains under investigation by the Sheboygan Police and the Sheboygan County Medical Examiner’s Office.  The names of the persons involved will not be released at this time until Sheboygan Police Department contacts family members of those involved and works to coordinate support services. 

The Sheboygan Police Department extends gratitude to the public for their patience and understanding as we addressed this situation. Today, we received assistance from Shoreline Metro, Sheboygan Fire Department, Sheboygan County Sheriff’s Office, and Manitowoc County Sheriff’s Office.

Initial Post:

The Sheboygan Police Department has responded to an emergency in the 2700 block of South 9th Street beginning around 10:00am on Wednesday, March 13th. Officers remain on scene. The threat has been contained at the residence involved and there is no danger to the general public at this time. However, please avoid the area. More details will be released at a further time.

Sex Offender Information Bulletin

The Sheboygan Police Department is releasing the following information pursuant to Wisconsin State Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted for an offense that requires registration with the WI Department of Corrections for his lifetime.

Andrew Becker will be paroled when he reaches his maximum release date the week of March 10, 2024. This sex offender has served the sentence imposed on him by the courts and he is returning to the community. He is not wanted by the police at this time. Andrew will be residing at 930 Michigan Avenue and will be under 24-hour electronic monitoring. He will be supervised by agents from probation/parole. His rules of supervision include that he cannot have unsupervised contact with minors and may not ingest illegal substances. He is not allowed to possess smart devices or have access to the internet.

Junior Police Academy Accepting Applications for Summer 2024

The Junior Police Academy is now accepting applications for its Summer 2024 Sessions! We are offering two sessions this summer: Session 1 runs from June 10th to June 14th, 2024 and Session 2 runs from July 29th to August 2nd, 2024.

Many students view the police officer only in the role of “enforcer.” Junior Police Academy is designed to take the mystery out of law enforcement and provide a comfortable setting which allows officers and students to interact in an environment free from enforcement. It provides an opportunity for officers and students to see each other as people, rather than as adversaries.

The closure of the customer service window will not affect the normal day-to-day operations of the department as a whole.

Now Accepting Applications for 2024 SPD Citizen Academy

The Sheboygan Police Department is accepting applications for its 28th Annual Citizen Academy. The program starts on March 19, 2024 and concludes on May 28, 2024.

It will provide citizens an opportunity to gain knowledge and a better understanding of the vision, values, goals, and operations of the Sheboygan Police Department. Classes will be held on Tuesdays from 6:00 PM to 9:00 PM during that time period.

Applicants must be 18 years of age and have no felony convictions. Background checks will be conducted on all applicants.

The deadline to apply is February 29th, 2024 as long as there are still openings. This program typically fills up very quickly, so please do not wait to apply if you are interested. For more information and to apply, please visit our Citizen Academy page.

Attempted Kia Theft

Thieves have recently attempted to steal a Kia in our city. There has also been an uptick in thefts of Kia and Hyundai vehicles in the area in the last few weeks. The Sheboygan Police Department would like to remind everyone that you should always lock your car, NEVER leave your keys/key fobs inside of your vehicle, and park in well-lit areas.

Kia and Hyundai owners are also encouraged to speak with their dealership to see if their vehicle qualifies for any theft deterrent software or hardware upgrades. You can also purchase a steering wheel lock to help deter theft.

We would also like to remind people to ensure their doorbell cameras are working properly, if they have them. If you do not have a doorbell camera or other surveillance system in place, consider investing in one. The surveillance footage provided by doorbell cameras is often very helpful in solving cases and identifying suspects.
