Sex Offender Release Bulletin: Lester J. Green will be released the week of July 21st and will be residing at 930A Michigan Ave

July 13, 2020 by Cal Stoffel

The Sheboygan Police Department is releasing the following information pursuant to Wisconsin State Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection.  The individual who appears on this notification has been convicted of a sex offense.  Further, his criminal history places him in a classification level which reflects the potential to re-offend.

This sex offender has served the sentence imposed on him by the courts.  He is NOT wanted by the police at this time.  This notification is not intended to increase fear, rather, it is our belief that an informed public is a safer public.

Sex offenders have always lived in our communities; but it was not until the Sex Offender Registration and Community Notification Law was enacted that law enforcement was able to share this information with the community.  Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will NOT be tolerated.

Lester J. Green will be paroled when he reaches his maximum release date the week of July 21, 2020, after serving his sentence for: 2nd Degree Sexual Assault.

Lester J. Green will be residing at 930A Michigan Ave and will be under 24 hour electronic monitoring.  He will be supervised by agents from probation/parole.  He will continue to participate in long-term programming while on parole.  In addition to the intensive supervision rules, to which he must adhere, Lester J. Green will be subject to additional specific rules.  These rules include:  no contact with any of his victims; he may not be anywhere children congregate; and he may not reside in the same residence with any minor children.  Lester J. Green is registered with the Sex Offender Registry and will be escorted upon his release from confinement, directly to the Sheboygan Police Department where a face-to-face registration with law enforcement will take place.  If Lester J. Green violates any of these rules or conditions of his parole, he will be taken into custody and placed in confinement, pending review of possible revocation proceedings.  Witnessed violations should be reported to the Sheboygan Police Department.

The Sheboygan Police Department Criminal Investigation Division is available to help you with any questions you may have regarding this notification.  The number to leave a message is (920) 459-3355.

Please see the related bulletin for more details.

Ordinance Reminders for the 4th of July

July 1, 2020 by Cal Stoffel

While Sheboygan’s official Independence Day activities have been canceled, the Sheboygan Police Department wishes to remind residents that there are several ordinances that may impact how they choose to celebrate the 4th this year.

First, due to the cancellation, there will be no fires allowed on city beaches outside of the permanent fire rings.  As in past years, excavations such as pits or trenches are prohibited on the beach as well.

Possession and consumption of alcohol is also not allowed on any city beach, and without the festival events at Deland Park there will be no alcohol allowed in the grass area to the south of the pier walkway this year.  Alcohol is allowed in Cleveland Park, End Park, Evergreen Park, King Park (excluding the beach), Kiwanis Park, Lakeview Park and Veterans’ Park.  Glass containers also remain prohibited in all city parks, including all beach areas.

Pets are not allowed on city beaches except for the beach at Lakeview Park.  Pets may also be on the recreational trail along the lakefront provided they are on a leash.  Leashed pets are also allowed at Lakeview Park, North Point Park (north of the northernmost jetty), the North Point Overlook, and Area 8 of Kiwanis Park.

Finally, fireworks pose a significant risk of fire and injury and are prohibited from possessing or discharging within the City of Sheboygan.  This includes anything designed to explode or emit sparks, including sparklers.  While many people may wish to replace the official fireworks with their own display, officers will be investigating and strictly enforcing violations of the fireworks ordinance.

With these reminders, we hope to ensure that everyone has a safe and enjoyable Independence Day celebration.
