On Tuesday, September 18, 2018, at approximately 3:00 pm the Sheboygan Police Department investigated a fatal traffic crash at the intersection of N 14th St / Pennsylvania Ave. A 2011 GMC Terrain, driven by Daniel Wilson, 56, of Sheboygan, was west bound on Pennsylvania Ave at a high rate of speed. Wilson failed to stop for the red traffic light at N. 14th St. He struck a 2005 Ford Focus driven by Jeanna Radey, 49, of Sheboygan. Both drivers died as a result of the crash. There were no other occupants of the vehicles and no other injuries as a result of this crash. One additional parked vehicle was struck. The Sheboygan Police Accident Reconstruction Team is continuing the investigation.
Death Investigation
On Tuesday, August 21, 2018, Sheboygan Police responded to Vollrath Park to investigate a citizen report of suspicious circumstances. When the officers arrived and checked the park they found an unresponsive person in the shelter bathroom. The victim in this case is a 32 year old Sheboygan resident. Based on our investigation and physical evidence at the scene it is believed that the man died of an accidental drug related overdose.
Subsequent investigation that morning led detectives to learn that the person responsible for providing the drugs to the victim was a 38 year old Sheboygan Falls woman. She was arrested with the assistance of the Sheboygan Falls Police. Further investigation revealed that the woman had been provided the drugs by a 28 year old man whom is a resident of Sheboygan County. This suspect was arrested at his home where a search warrant was conducted and the Sheboygan County MEG Unit and Sherriff’s Department assisted in that operation. His arrest provided officers with information about his source of the drugs in Milwaukee.
Officers from the SPD and the Sheboygan County MEG Unit went to Milwaukee to investigate this new lead. With the assistance of the Milwaukee Police Department a 19 year old Milwaukee man was arrested for his role in providing the drugs to the man that had died. MPD also conducted a search warrant at the home of the suspected drug dealer resulting in the seizure of more suspected drugs and firearms. A Milwaukee woman was also arrested and jailed on felony drug charges.
All three of the persons suspected of providing the drugs to the man that died in this incident remain incarcerated in the Sheboygan County Jail and it is expected that they will be formally charged for the man’s death soon. The investigation and official cause of death remain under investigation. An autopsy has already been completed and toxicology results are expected to take a couple of weeks to be available.
The Sheboygan Police Department offers our sincere condolences to the family and friends of deceased.
The abuse of drugs and alcohol has an enormous negative impact on our community. SPD K-9 Fundraiser
The Sheboygan Police Department has had a K-9 program since 1989. During that time, the K-9 Unit has proven to be an important tool utilized by the police to combat crime and build community relations. The Sheboygan Police Department wishes to continue the success of the program but is seeking the assistance of the community to fund the effort.
In 2018, after diligently serving their community, K-9 Kramer retired with K-9 Bud scheduled to retire this upcoming fall. The Sheboygan Police Department, through a generous donation, was able to welcome a new member, K-9 Max, in July of 2018. In order to maintain current standards and outfit K-9 Max and his partner along with adding a second K-9 Unit this fall, the police department is seeking to raise $150,000. These costs cover training, maintenance, medical attention and a vehicle which are not traditionally government funded.
“The department’s K-9 program has been a contributing factor to the success of the Sheboygan Police Department”, Capt. James Veeser, “whether it be deterring crime, finding missing persons or building community relations. It is our hope to maintain that success with the support of the community.”
The public can support the K-9 Fund by visiting https://www.gofundme.com/sheboygan-police-k-9-fund or by selecting available sponsorship packages. Information on both donor options is available on the Sheboygan Police Department website, www.sheboyganpolice.com and Sheboygan Police Department’s Facebook page. Additional information can be obtained by contacting Sgt. Ryan Schmitt (920) 459-3333, ext. 5109 or by email at ryan.schmitt@sheboyganwi.gov.
“The Sheboygan Police Department uses our canines as the communities best friends”, Capt. James Veeser, “and our current K-9’s continue to be an example of one of the ways we create a bridge between the police and the community. The longstanding success of the K-9 program has proven that true.”
Sex Offender Bulletin
The Sheboygan Police Department is releasing the following information pursuant to Wisconsin State Statute, 301.46(2m), which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness, and protection. The individual who appears on this notification has been convicted of a sex offense. Further, his criminal history places him in a classification level which reflects the potential to re-offend. This sex offender has served the sentence imposed on him by the courts. He is not wanted by the police at this time. This notification is not intended to increase fear, rather, it is our belief that an informed public is a safer public. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will NOT be tolerated. Jesse R Allen will be paroled when he reaches his maximum release date the week of July 19, 2018, after serving his sentence for: Second Degree Sex Assault of a Child; Forgery-Uttering; Escape-Criminal Arrest; Theft-Movable Property; First Degree Sexual Assault of a Child. There will be two bike corrals supported by officers and members of the Sheboygan Police Department Explorer post where citizens can leave their bicycles and we will watch them for you until you return to go home.
One will be at Deland Park next to the war memorial along Broughton Drive. The other will be on South Pier Drive on the west side of the road at the intersection of Lakeview Drive.
So come and enjoy the fun knowing that your bike will be kept safe while you are there and avoid the traffic congestion. The corrals will be available starting shortly after the parade ends and will close shortly after the fireworks are over.
We will also accept wagons and strollers as long as personal property is not left with them.
Strict Enforcement of Fireworks Ordinance
The Sheboygan Police Department will begin a period of strict enforcement of the City of Sheboygan’s fireworks ordinance effective immediately. The illegal discharge of fireworks within city limits can pose a significant risk of personal injury, fire and disturbing the peace and tranquility of neighborhoods. Prohibited fireworks will be seized and violators will face substantial forfeitures.
City ordinance 50-696 to 50-698 describes fireworks as follows: Fireworks means anything manufactured, processed or packaged for exploding, emitting sparks or combustion, which does not have another common use. Additionally, no person may sell, possess, use or discharge any fireworks within the city, except those that are specifically approved by the common council, and conducted by or on behalf of the city.
Fireworks are prohibited to possess and use in the City of Sheboygan, regardless if they were purchased and possessed legally in other parts of the state. Violators will face forfeitures in excess of $250 per violation. Parents or legal guardians of a minor who consent to the use of fireworks by the minor will also face similar forfeitures. Additionally, discharging fireworks in a crowded area may result in violations of the criminal code.
The Sheboygan Police Department wishes for all residents and visitors to the city to have a safe and enjoyable summer season.
