SPD Customer Service Window Closed 3/24 from 1:30-2:30pm
The Sheboygan Police Department customer service window will be closed from 1:30pm to 2:30 pm on Wednesday, March 24th, 2021 due to a staff meeting. The closure of the customer service window will not affect the normal day-to-day operations of the department as a whole.
Thank you for your patience during that time. You may place payments in the drop box to be collected. Normal customer service operations will resume at 2:30pm that afternoon.
Police Investigate Shots Fired Complaint
On Saturday, March 20, 2021 shortly after 1:00 am Sheboygan Police Officers were dispatched to the 1200 block of S 13th St for a report of gunshots. Officers checked the area and spoke with neighbors but were not initially able to determine an exact location or locate evidence.
Later in the day a witness reported finding a shell casing. Officers continued the investigation and identified a 29 year old Sheboygan man who admitted to discharging his firearm into the air. There is no evidence this was done to harm or frighten anyone, and no evidence that anyone was injured in the incident. He was charged with Endangering Safety by Use of a Dangerous Weapon.
Dog Identified in Attack on Other Dog
Sheboygan Police have identified the dog responsible for an attack which killed another dog after breaking free from its owner near N. 3rd Street and Superior Ave. on Saturday, 3/13/21.
Officers responded Saturday afternoon after a Sheboygan woman reported that her dog was attacked by a dog running loose in the area while they were out for a walk. Her dog was taken to a veterinary hospital for treatment and later died due to injuries sustained in the attack. The woman and a witness provided police with a description of the dog, and officers have been working to identify the dog and its owner since the incident by talking to residents in the area of the incident and collecting surveillance video.
A Sheboygan man came forward to law enforcement believing that his dog may be responsible for the attack, since it had gotten loose around the same time of the incident. Ultimately, after reviewing surveillance video from the area and interviews with the witness and owner of the other dog, the dog was confirmed to be responsible for the attack. The Sheboygan Police Department has declared the dog vicious due to the attack causing the death of another animal, and the owner is cooperating with the requirements of the dangerous and vicious dog ordinance.
The investigation shows that the dog got out from inside the owner’s fenced-in yard, and that the dog was up to date with rabies vaccination and City of Sheboygan animal license. The dog had recently been adopted from an out-of-state shelter, and the owner was working with an obedience trainer.
The Sheboygan Police Department appreciates the willingness of the dog’s owner to come forward and for the help of the community members living in the area so that the dog could be identified.
As a reminder, Sheboygan ordinance requires that dogs must be on a leash no longer than six feet whenever off of the owner’s property, and that the leash must be held by someone capable of controlling the dog’s movement. Dogs may be off-leash while on the owner’s property, provided they are under direct voice control while they are outside and unrestrained.

SPD Customer Services Impacted by Software Updates from February 25 through February 27, 2021
The City of Sheboygan will be upgrading its MUNIS ERP system. From February 25 through February 27, 2021, the Sheboygan Police Department customer service window will be affected by this upgrade. During that time, we will be unable to provide services for the following items:
- Parking Tickets payments
- Dog/Cat Licensing
All other services will still be available during this period, and the drop box in our vestibule is available for those who would like to drop off parking ticket payments or animal license applications and payments during that time.
Thank you for your patience during this upgrade. Provided it goes as planned, our customer service window will resume normal operations on Monday March 1, 2021.
2021 Citizen Academy
Update: Due to a very high volume of applications, we regret to announce that the 2021 Citizen Academy is now closed to new applicants. We will be reaching out to all applicants soon. Thank you for your interest! If you were unable to apply this year, please be on the lookout for our 2022 Academy next spring.
The Sheboygan Police Department will be hosting its 25th Annual Citizen Academy starting on April 13, 2021 and concluding on June 8, 2021. The 9 week course will be held on Tuesday evenings at the Sheboygan Police Department, 1315 N 23rd St, from 6:00 PM to 9:00 PM. There is no cost to attend and participants will be provided credentials and class materials. It is important for the participant to be able to attend each week, as each course week is built upon the preceding week.
The Citizen Academy is designed to be interactive through lectures, demonstrations and practical exercises. The purpose of the academy is to provide stakeholders of the City of Sheboygan an understanding of the police department and its functions and to enhance relationships between the community and police department. Participants will be exposed to many areas of police work including the hiring process, current department initiatives, police investigations, use of force, and the legal system.
Applicants must be at least 18 years of age and have no felony arrests or convictions. Background checks will be conducted on all applicants. Letters of acceptance or regrets will be mailed to applicants.

Winter parking begins December 1st. Remember the simple rule; park for tomorrow.
From December 1st through April 30th, overnight winter parking regulations are in effect between the hours of midnight and 6:00 AM. Vehicles must alternate sides for overnight parking. The city’s winter parking rules are in place to improve efficiency in clearing streets from snow, ice and debris all winter.
On Odd-Numbered Days: Between the hours of 12:00 midnight and 6:00 a.m., vehicles shall only be parked on that side of the street having odd-numbered street addresses (East and South Sides).
On Even-Numbered Days: Between the hours of 12:00 midnight and 6:00 a.m., vehicles shall only be parked on that side of the street having even-numbered street addresses (North and West Sides).
Streets posted with “No Parking” restrictions shall remain in effect; therefore are NOT under alternate side parking rules.

SPD Investigates Shots Fired Call and Related Theft of a Car
Shortly after 6:00 PM on Monday, November 9th, the Sheboygan Police Department responded to a report of shots fired in the area of Union Avenue and S 15th Street. Earlier in the day a vehicle had been stolen in the city of Manitowoc. Suspects in the stolen vehicle attempted to steal another vehicle in Sheboygan but the driver drove away from them. The suspects fired rounds at the vehicle, striking it as it drove away. No one was injured. Shortly after, another vehicle was stolen from its owner in the 1300 block of N 15th Street after a suspect pointed a firearm at that driver. Both vehicles left the area and were located by the Sheboygan County Sherriff’s Department on I-43. The stolen vehicle from Manitowoc was eventually stopped just south of the Village of Belgium after spike strips were deployed. Two persons fled the vehicle but were located nearby after a search was conducted by several law enforcement agencies. The two people taken into custody were 16 and 17 year old males.
The vehicle stolen in Sheboygan has not been located at this time. It is described as a red 2015 Ford Edge sport utility vehicle with Wisconsin registration plates 444DSW.
Officers have developed potential suspects and are continuing to investigate these events. Officers from the Sheboygan Police Department worked in cooperation on this investigation with officers from the Sheboygan County Sherrif’s Department, Ozaukee County Sherriff’s Department, Manitowoc Police, Port Washington Police, Plymouth Police, and Saukville Police.

Prescription Drug Take Back Day is October 24th
Healthy Sheboygan County 2020, in cooperation with the Wisconsin Department of Justice (DOJ) and the Drug Enforcement Administration (DEA), will hold a Prescription Drug Take Back Day on Saturday, October 24th from 10:00 AM to 1:00 PM at three drive-thru drop-off locations throughout Sheboygan County. This is a safe, convenient and responsible means of disposal:
- Plymouth – Generations, 1500 Douglas Dr., Plymouth, 53073
- Random Lake – Fire Department, 718 Spring St., Random Lake, 53075
- Sheboygan – HSHS St. Nicholas Hospital, 3100 Superior Ave. Sheboygan, 53081
If you will be going to the St. Nicholas Hospital drop-off location, use the North Taylor Dr entrance on the western side of the complex, indicated by the arrow. During the day of the event, signs in the parking lot will direct you to the drop-off location, symbolized by a star.
GUIDELINES:
Household waste pharmaceuticals only – no businesses allowed.
Please stay in your vehicle and wear a mask. A volunteer will come to your vehicle to collect medications.
Bring: Prescription (controlled and non-controlled) and over-the-counter medications, ointments, patches, inhalers, non-aerosol sprays, creams, vials and pet medications. It is recommended that participants bring their medications in the original pill containers. Please cross off your name on any labels ahead of time.
Do Not Bring: Illegal drugs, needles/sharps, acids, aerosol cans, bio-hazardous materials (anything containing a bodily fluid or blood), personal care products (shampoo, soaps, lotions, sunscreens), household hazardous waste (paint, pesticides, oil, gas), mercury thermometers.
- Liquids will be accepted during this initiative. However, the liquids, creams and sprays must be in their original packaging. Liquids without the original packaging will not be accepted.
- Illicit substances such as marijuana or methamphetamine are not a part of this initiative and should not be placed in collection containers.
